Haste effect in Minecraft
Haste makes you mine and attack faster: +20% mining speed and +10% attack speed per level. In Survival the only source is a Beacon, which gives Haste I, or Haste II with a full pyramid.

A Beacon needs a Nether Star, dropped by the Wither, and a pyramid of mineral blocks underneath: Blocks of Iron, gold, emerald, diamond or netherite, mixed as you like. Haste is available from the first pyramid level. With all four levels, pick Haste as the primary power and Haste II as the secondary. The effect keeps refreshing while you stay in range.
Haste II and instant mining
Haste II with an Efficiency V Diamond Pickaxe or Netherite Pickaxe breaks stone, andesite, diorite and granite instantly. Deepslate stays slower. That is why players build their beacon next to a quarry or a big digging project: clearing a whole area goes several times faster.
Haste, Mining Fatigue and water
Mining Fatigue is its exact opposite. Haste does not remove the mining penalty underwater; Aqua Affinity on your helmet does. Under the sea, a Conduit gives Conduit Power, which speeds up mining in water as well.
If you have no beacon yet, the closest thing is a good pickaxe: Efficiency, plus Fortune or Silk Touch, does most of the work.

Haste — FAQ
How do you get Haste in Minecraft?
From a Beacon. Haste I needs a one-level pyramid; Haste II needs the full four-level pyramid.
Is there a potion of Haste?
No. No brewable potion gives Haste; only a Beacon does in Survival.
Can you instamine stone with Haste II?
Yes, with an Efficiency V diamond or netherite pickaxe. Deepslate is too hard for that.
How do you get Haste?
Beacon.
How do you remove Haste?
Drink a Milk Bucket: it clears every effect. Dying also removes it.
