Enchanting table at level 30: the bookshelf setup
If none fits, enchant a cheap item (a Book or a Wooden Shovel) with the top option.

The Wooden Shovel is a shovel, the digging tool for soft ground: dirt, grass, sand, gravel, clay, snow and soul sand. It also flattens grass into paths and puts out campfires. Made from planks and two sticks, it lasts 59 uses, the cheapest way to dig your first sand and gravel. It works like every other shovel; the Iron Shovel page explains paths, snow and enchantments.
It is made with the Crafting Table from 2 × Stick and Oak Planks (or another variant). As fuel it burns for 10 seconds in a Furnace, enough to smelt 1 items.
Any of #wooden_tool_materials + 2 × Stick → Wooden Shovel
