The Golden Dandelion is crafted from a Dandelion in eight gold nuggets; used on a baby animal, it stops it from growing up until used again, grants Saturation in stew and gives Yellow Dye. Like every small flower, it gives a dye and flavors suspicious stew. All small flowers work the same; the Oxeye Daisy page explains them.
It is made with the Crafting Table from 8 × Gold Nugget and Dandelion.
