Lure makes fish bite sooner: each level takes 5 seconds off the wait, so Lure III saves 15 seconds on every catch. It changes how fast you fish, not what you catch.

The two fishing rod enchantments do different jobs and fit on the same rod. Lure raises the number of catches per hour; Luck of the Sea makes each catch more likely to be treasure. Together you get more catches and better ones, which is the fastest way to fish up Enchanted Books and Name Tags.
Getting the most out of it
- Fish where the sky is visible. Bites come slower under a roof, and faster when it rains.
- Fish in open water, away from the shore and other blocks, so treasure stays possible.
- Reel in as soon as the bobber dips: Lure only shortens the wait, you still have to react.
Keeping the rod alive
More catches means more wear. Add Unbreaking and Mending: every catch gives a bit of experience, which Mending turns into repairs, so a fully enchanted rod can last forever. The best fishing rod enchantments page gives the full set.
A fast rod is also handy for collecting Nautilus Shells to build a Conduit, since they come from fishing treasure.

Does Lure change what you catch?
No. It only shortens the wait before a bite. Luck of the Sea is the enchantment that changes the loot.
Lure or Luck of the Sea first?
Both go on the same rod with no conflict. If you can only have one, Lure gets you more catches, Luck of the Sea makes them better.
Can you get Lure from an enchanting table?
Yes. Lure can appear on the enchanting table for fishing rod.
What is the max level of Lure?
Lure goes up to level III.
What is Lure incompatible with?
